Newkirk St. and Baldwin Ave: Traffic Lights Fail?

Run the slideshow (4 pics; Direct link to album) below to see if there’s something wrong with traffic lights installation at the corner of Newkirk Street and Baldwin Avenue, east of Journal Square:

There’s no garage or driveway facing the traffic lights so I think they’re pretty much useless. Can we take them down and put them somewhere in Jersey City where they can be of use?
