Privileged Parking for City Employee?

The other day, around 1030AM – 1100AM, I parked at the bus stop area near the Sneakers Center to wait for my party who were at the Post Office. Since they will only mail some letters, I turned the flasher on. In less than 5 minutes, a police officer tapped my window and gestured me that I may not park in the area. So I complied and drove away.

However, I saw this Jersey City car parked at another bus stop on Bergen Avenue in Journal Square section of JC, in front of Provident Bank.

How come the police officer let it go? Are city employees privileged to park at a no-parking zone such as the bus stops?
